Anatoly I. SMIRNOV – President of the National Institute for Global Research of Security (NIIGloB), Doctor of Historical Sciences, Professor at MGIMO of the Ministry of Foreign Affairs of Russia, Envoy Extraordinary and Plenipotentiary of the Russian Federation. He speaks German, English, Norwegian and Finnish.

He is a graduate of the Leningrad Institute of Railway Engineers and the Leningrad Higher Party School. He worked in the telecommunications sector, in the international departments of the Leningrad Regional Committee and the Central Committee of the CPSU. After graduating from the Diplomatic Academy of the Russian Foreign Ministry, he held senior positions in the central office of the Russian Foreign Ministry and abroad, including Director of the Security Department and Consul General of Russia in Northern Norway (Kirkenes) (1992 – 1997). He studied computer science at the Retraining Center in Norway, at the Russian Academy of Civil Service under the President of Russia. He was awarded the certificate of an expert in the "Electronic Government" (CIO) of South Korea (2004).

After retiring from the diplomatic service in 2011-2012, he was Deputy Director of the Scientific Research Center for Informatics at the MFA of Russia. In 2012-2018, he was a member of the Expert Council of the Committee on Security and Anti-Corruption of the State Duma of the Russian Federation. In 2018-2023 was Director General of the National Association for International Information Security.

A.I.Smirnov is the author of over 200 monographs and articles on international cooperation, published in foreign languages as well. In 2007, the monograph "Information Globalization and Russia: Challenges and Opportunities" was awarded the diploma of the National Information Security Forum "INFOFORUM" in the nomination "Publication of the Year". He is a scientific consultant for the Russian edition of UNESCO "History of Mankind" in 8 volumes, member of the author's team of the encyclopedia "The Great Patriotic War of 1941-1945" in 12 volumes, three-volume book "International Information Security: theory and practice" (2018, 2021), two-volume book "Digital International Relations" (2023), textbook for universities in 2 volumes "Scientific and technological progress and modern international relations"(2023) and others. He has repeatedly represented Russia at major international conferences and expert councils, and actively participates in domestic scientific forums on this issue, including under the auspices of the Russian Security Council. He is an honorary doctor of the Northern (Arctic) Federal University. He lectures at many foreign universities.
